Michigan Energy Assistance Program (MEAP)

THAW administers the Michigan Energy Assistance Program (MEAP). MEAP provides direct bill payment assistance for heat and electricity for low-income Michigan residents. Families with incomes at or below 150% of the Federal Poverty Level (https://aspe.hhs.gov/poverty-guidelines) are eligible to apply. The family must have current residential service.  They must complete a two-step process to qualify for MEAP funds.

Step 1: Residents must first complete a State Emergency Relief (SER) application through the Michigan Department of Health and Human Services (MDHHS). Apply for SER online or visit your local MDHHS office. Once the family or resident receives the SER decision notice, then complete step 2, the THAW application.

Step 2: Complete the THAW application online or call THAW’s Utility Assistance Center at 800-866-8429 to have an application mailed. THAW’s Utility Assistance Center specialists are available to support the completion of THAW’s assistance application and discuss affordable payment plans with those who qualify.

Frequently Asked Questions

How do I qualify for State Emergency Relief (SER)?

In general, eligibility is based on the number of individuals in your household, your monthly income and your countable cash assets over $15,000 (except for those applying for burial services). Some assets such as homestead, one vehicle, personal and household goods are excluded.

What are the income qualifications for SER?

Applicants must have an income less than 150 percent of the Federal Poverty Level. Please refer to the chart on the SER page.

I was denied SER, am I still eligible for any programs THAW offers?

If you are denied SER, THAW encourages you to still complete THAW’s application for assistance. THAW has other programs available that you may qualify for.
