If you are a Detroit resident and struggling to pay your water bill, you can now apply for help through THAW’s water assistance program. This program is open to eligible Detroit residents only. Program funding is limited and available on a first-come, first-served basis.
Applying for water assistance is as easy as 1,2,3:
- Please review the 2015 Program Guidelines to see if you meet eligibility requirements.
- Download, print, and complete the application including copies of supporting documents. (Incomplete applications will not be processed and will delay your application status)
- Mail, fax, or email the completed application to THAW for review and processing.

Once THAW receives your completed application it will be reviewed, and if approved, a payment will be made directly to DWSD. Please note: It may take up to 30 days for THAW assistance to be reflected on your account. Incomplete applications will not be processed and will delay your application status. You will receive notification by mail regarding your application status and the amount of your assistance payment.
